My views have not changed, but I do have a couple of short updates:

1.

In #3 I wrote:

"I currently hold the office of Elections Coordinator for Wales Green Party".

That should now read:

"at the time of writing I held the office of Elections Coordinator for Wales Green Party".

2.

Between #31 and #32, insert:

"31a. STV has a proven record of encouraging voter engagement. For example, Malta, which uses STV and where voting is not compulsory, has the second-highest voter turnout in the world, higher than that of many nations where voting is compulsory."
